非要。。。不可 是什么意思？

Hello everyone!My teacher explained really fast what "非要。。。不可" is used for but he made me more confused than anything when he explained and I'm not sure that I understood.He said that it means something like "we can not not to it".He gave some examples like: "我非要说不可" that would mean "I can't not tell you" and "非要用望远镜不可" that would mean "we can't not used a telescope".But then, I searched on the internet and a website said "When used before a verb, 非⋯⋯ 不可 expresses that the speaker has strong desire and determination to do that thing.", so it's not exactly the same thing.Could someone try to explain to me?Thank you very much! :)
